Oda e Avokat\u00ebve t\u00eb Kosov\u00ebs argumenton se nuk ka dispozita t\u00eb qarta se kur nd\u00ebrpriten licencat e avokat\u00ebve dhe nuk ka mjete juridike p\u00ebr t\u00eb kund\u00ebrshtuar vendimet.\u201d<\/p>\n\n\n\n<p>\u201cAktualisht jemi duke kaluar n\u00eb nj\u00eb reform\u00eb n\u00eb drejt\u00ebsi,\u201d vazhdon Hodaj. \u201cQeveria ka b\u00ebr\u00eb disa p\u00ebrpjekje p\u00ebr t\u00eb verifikuar gjyqtar\u00ebt n\u00eb baz\u00eb t\u00eb opinionit t\u00eb Komisionit t\u00eb Venecias, por k\u00ebto p\u00ebrpjekje jan\u00eb kund\u00ebrshtuar n\u00eb Gjykat\u00ebn Kushtetuese. Gjykata ka vendosur q\u00eb ligjet n\u00eb fjal\u00eb jan\u00eb jokushtetuese dhe p\u00ebr rrjedhoj\u00eb, aktualisht nuk ekzistojn\u00eb ligje t\u00eb zbatueshme.\u201d Ai shton se duhet t\u00eb b\u00ebhen ndryshime t\u00eb m\u00ebtejshme p\u00ebrmes amendamenteve kushtetuese. \u201cMegjithat\u00eb, k\u00ebto ndryshime k\u00ebrkojn\u00eb miratimin e dy t\u00eb tretave t\u00eb deputet\u00ebve p\u00ebr t\u00eb kaluar dhe aktualisht nuk ka vullnet politik p\u00ebr ta arritur k\u00ebt\u00eb. Si rezultat, procesi i reformimit t\u00eb gjyq\u00ebsorit dhe verifikimit t\u00eb gjyqtar\u00ebve \u00ebsht\u00eb bllokuar p\u00ebr momentin.\u201d<\/p>\n\n\n\n<p>Nd\u00ebrsa p\u00ebr \u00e7\u00ebshtjen e drejt\u00ebsis\u00eb, Hodaj v\u00ebren se \u201ctashm\u00eb ekziston nj\u00eb Gjykat\u00eb Ekonomike plot\u00ebsisht funksionale q\u00eb funksionon n\u00eb m\u00ebnyr\u00eb efikase me gjyqtar\u00eb m\u00eb profesionist\u00eb. P\u00ebr m\u00eb tep\u00ebr, nj\u00eb ligj i ri p\u00ebr investimet e q\u00ebndrueshme, i miratuar s\u00eb fundmi, e p\u00ebrafron vendin me standardet nd\u00ebrkomb\u00ebtare n\u00eb kuad\u00ebr t\u00eb zyr\u00ebs s\u00eb Kryeministrit. Ky ligj synon t\u00eb rris\u00eb sigurin\u00eb p\u00ebr investitor\u00ebt n\u00eb Kosov\u00eb duke i lejuar ata t\u00eb anashkalojn\u00eb gjykat\u00ebn dhe t\u00eb negociojn\u00eb drejtp\u00ebrdrejt me qeverin\u00eb, nd\u00ebr t\u00eb tjera. Ai sh\u00ebrben si nj\u00eb mjet shtes\u00eb me p\u00ebrfitime t\u00eb mundshme\u201d, p\u00ebr t\u00eb siguruar investitor\u00ebt.<\/p>\n\n\n\n<p>Jan\u00eb miratuar ligje t\u00eb tjera, sipas Hodajt, \u201cp\u00ebrfshir\u00eb ato q\u00eb trajtojn\u00eb korrupsionin dhe konfiskimin e pasuris\u00eb s\u00eb pajustifikuar. K\u00ebto ligje vendosin d\u00ebnime m\u00eb t\u00eb rrepta. Deri von\u00eb konfiskimi nuk ishte i mundur, por tani ligji p\u00ebr konfiskimin e pasuris\u00eb s\u00eb pajustifikuar pret vendimin e Gjykat\u00ebs Kushtetuese\u201d. Ai shton se \u201cedhe pse Gjykata Kushtetuese fillimisht e refuzoi, parlamenti e ka ri-miratuar dhe sektori juridik tani pret t\u00eb shoh\u00eb rezultatin\u201d.<\/p>\n\n\n\n<p>Hodaj t\u00ebrheq v\u00ebmendjen edhe p\u00ebr nj\u00eb ligj t\u00eb ri t\u00eb propozuar nga qeveria p\u00ebr bankat, \u201ci cili p\u00ebrballet me kund\u00ebrshtimin e industris\u00eb bankare dhe ka gjasa t\u00eb kund\u00ebrshtohet n\u00eb gjykat\u00ebn kushtetuese. P\u00ebr konsumator\u00ebt, bankat aktualisht kan\u00eb lirin\u00eb p\u00ebr t\u00eb rritur tarifat dhe p\u00ebr t\u00eb ndryshuar politikat, duke ndikuar n\u00eb shum\u00eb njer\u00ebz. Qeveria synon t\u00eb fuqizoj\u00eb bank\u00ebn qendrore q\u00eb t\u00eb mbik\u00ebqyr\u00eb k\u00ebto ndryshime dhe t\u00eb zbatoj\u00eb nj\u00eb kontroll p\u00ebrfundimtar t\u00eb tarifave dhe politikave t\u00eb tjera, si dhe t\u00eb rris\u00eb cil\u00ebsin\u00eb e funksionimit t\u00eb sistemit bankar n\u00eb p\u00ebrgjith\u00ebsi n\u00eb Kosov\u00eb\u201d.<\/p>\n\n\n\n<p>Hodaj raporton se vendi ka nj\u00eb ligj t\u00eb ri p\u00ebr pagat. \u201cKy ligj harmonizon pagat n\u00eb sektorin publik, duke adresuar mosp\u00ebrputhjet dhe sfidat e m\u00ebparshme, duke p\u00ebrfshir\u00eb pretendime dhe shqet\u00ebsime t\u00eb ndryshme,\u201d thot\u00eb ai. \u201cPara k\u00ebsaj, shum\u00eb institucione t\u00eb ndryshme rregulloheshin ndryshe, edhe kur funksiononin n\u00eb t\u00eb nj\u00ebjtin nivel. Ligji sjell m\u00eb shum\u00eb transparenc\u00eb n\u00eb sektorin publik.\u201d<\/p>\n\n\n\n<p>P\u00ebrfundimisht, Hodaj mendon se Kosova ka \u201cnj\u00eb ligj t\u00eb shk\u00eblqyer tatimor me nj\u00eb norm\u00eb t\u00eb ul\u00ebt t\u00eb tatimit mbi t\u00eb ardhurat dhe pa tatime mbi dividendin, duke e b\u00ebr\u00eb t\u00ebrheq\u00ebse fillimin e nj\u00eb kompanie n\u00eb Kosov\u00eb. Ne kemi nj\u00eb norm\u00eb t\u00eb shesht\u00eb t\u00eb tatimit mbi fitimin 10%, dhe taksat p\u00ebrfshijn\u00eb kontributet e pagave dhe pensioneve. Kjo \u00ebsht\u00eb e dobishme p\u00ebr kompanit\u00eb q\u00eb operojn\u00eb n\u00eb Kosov\u00eb, pasi shumica e fitimit t\u00eb tyre nuk tatohen.
